You can use the WebStats script from St@rbuck ( http://forum.dirrtyclan.com/Default.aspx?g=posts&t=170 ) since it does tell who's playing and their ELO rating.
That script on dFb is custom built. It uses a modified version of St@rbuck's WebStats mod and the PHP script calls GameSpy's stat DB for more information.
Here's the script with the modified WebStats mod:

You need the SOAP (to call http://ut3pc.sake.gamespy.com/SakeStorageServer/StorageServer.asmx), XML (to read the WebStats page) and sockets PHP extensions installed on the web server. There's a config.php file you need to edit- the config values are pretty self explanatory but I can help if you have problems.
For the UT3 server side it's the same install instructions for WebStats except use Applications[2]=dFb_WebStats.dFb_WebStats |
